    Pensioners to control own care spending

    Elderly people in England will be given control over how money is spent on their care, Health Secretary Alan Johnson has announced.

    From April 2008, the elderly will directly receive money for their social care, enabling them, rather than social workers, to decide how it is best spent.

    The government says that the shakeup is intended to stimulate competition between care agencies. Individuals' health needs will be assessed, and an amount of cash paid directly into their bank account, or that of a relative.

    'Everyone, irrespective of their illness or disability has the right to self-determination and maximum control over their own lives,' said Mr Johnson.

    Older people's charities have welcomed the news. Age Concern director-general Gordon Lishman said that the government was 'absolutely right to put older people's needs at the centre of the care system'.

    But he warned that: 'Older people and their families will continue to need information and support to help them negotiate the best care package at the best price with care providers.'

    Paul Cann, director of policy and external relations at Help the Aged, added: 'This is a huge step forward which should bring significant benefits for older people.

    'However, no one should under-estimate the culture change required within the social care system if self-directed care is to truly succeed.'
